You will most likely need to start over. I would disconnect your internet connection from your computer and try to backup important documents on a USB flashdrive. Don’t backup any programs. Then you will need to completely start over. Here’s some directions:
1. Back up your personal data and files onto some type of storage media such as an external hard drive or a DVD-R. Remember, formatting will erase everything on the hard drive.
2. Gather all of the manufacturer driver disks that came with your PC hardware. For example, many video cards require additional drivers to enable advanced features.
3. Gather all of your software installation disks. Any programs or applications that you use will need to be reinstalled after you reset your hard drive.
4. Load the operating system installation disk into the CD/DVD drive then restart the computer.
5. Choose to allow the operating system to format, and partition the hard drive with the default settings. If you are familiar with partitioning a hard drive, you can also choose to manually partition the drive.
6. Select a username and password when prompted. Setting up an administrative account is very important for security purposes.
7. Wait for the installation to complete, remove the installation disk, then restart the computer. Allow the operating system to load, and then log in with your new account.
8. Install additional hardware drivers and programs using the installation disks you gathered. Load your personal data and files into the new operating system from the external storage media.
P.M. ME FOR MORE HELP IF NECESSARY
You have to use a bootable cd such as ubcd4win or dr. web live cd. Shows you how to remove rogues, but works for other viruses too (By me):

Use combofix from bleepingcomputer.com, then download malwarbytes(you may need to rename the installer/setup to something like winlogon.exe to be able to run or install it) from malwarebytes.com or softpedia.com, then clean the rest of the virus with superantispyware and Hitman Pro 3.5 from softpedia.com/cnet.com and just in case you do have a rootkit on your system use GMER from majorgeek.com(Use gmer to scan and anything in red delete.)
Future Protection use this wizard to recommend security protection for your system:

or go to safe mode and then do the above:
To get into Safe Mode with Networking:
1. Log out and reboot your machine.
2. When the machine starts the reboot sequence, press the F8 key repeatedly.
3. Select Safe Mode with Networking from the resulting menu.
This particular virus is quite harmful to any system it infiltrates, unlike the name suggests, this program will not control anything, except the deterioration of your system.
You will need to remove it ASAP!
