How does your friend list on facebook get determined on someones profile?

So basically, “according to facebook” the Friend’s list is based on the people you have had most interactions PUBLICALLY (so not views on profile, or private messaging or chat… etc) for the last month and a half.

But as you can see in the first link I will post beloooow in the sources, a lot of people are really skeptical about and think it is based on profile viewings, simply because they do not really interact with the people on their own Friend’s list. (so basically, they think those people are on their list because either THEY just Facebook stalk their profiles, or the other way around.)
Straight from Facebook they said, “The Friend’s list default view is now ordered by the amount of public interaction you have with the friends in your network. When you navigate to your friends page you will see up to 50 friends with whom you have had the most public interaction within the past month and a half.”
